General Strike Day VII Updates

UWB Note: Nepali blogging in UCLA: News in the UCLA Paper and Notice

The mass meet announced by SPA to condole the four martyrs of ongoing agitation was foiled by security forces today afternoon.

[4:15PM] by UWB! Team
1:30, Bir Hospital

Journos were already gathered. Security personnel were dispersing the pedestrians. Protesters including the staff of the hospital were shouting slogans. Protesters came to the streets and started shouting pro-democratic slogans. Security forces started baton charging and arresting them. NC leader Shashanka Koirala and others were arrested.

Then, arrested protesters chanted slogans against king. In Mahaboudhha side, more protesters gathered, police ruthlessly beat them and few were arrested. Bhagawati Kafle, Rajendra Dhakal and other three protesters were among the arrested. Female protesters were arrested by security men. Protesters were chanting slogans even inside the police van.

A Chat with a protester

We spoke to Netra Poudel, 23, activist of United Front Nepal., from Baglung. As we spoke to him, few people gathered and listened to our conversation eagerly. Netra was enthusiastic about the prospects of ongoing movement. He says that the movement is heading towards republican Nepal. But, he is aware of growing police brutality. He participates as per his party’s instruction. Yesterday, he was at Gongabu that saw the historical protest.

Bhotahity, 2:20

Police blocked the entrance. One sweet shop and a book store were only open. Police men were scolding the pedestrians. One of them was angry with Home Minister. He said: Kamal Thapa le matra Satta Tikayera Hunchha? (Can Kamal Thapa alone hold the state?)

We, Deepak, Tilak and Ujjwal, walked along the Jana Bahal; there were only 11 security forces. Few cloth shops were open. Life around New Road was normal, but most of the shops were closed.

There is no day time curfew today.

[10:30AM]
KAUSHALTAR, 7:00AM to 9:45AM

At 7 this morning, Kaushaltar looked normal with a good number of motorbikes and a few public buses plying on the road. Yesterday evening, after a few demonstrators lit fire on road and went, the police brutally beat the shopkeepers and shoppers around causing much of people’s dissatisfaction over the leaders who they believed failed to lead them.

At 7:20 AM, the local leaders were being being criticized for not being with the people. They accepted the mistake and said that won’t happen the next time. People asked them to talk with local inspector who was in-charge of the brutal beating. The leaders talked with him and warned him not to repeat such incident again.

Then after, it was time for the peaceful demonstration. We all sat on the middle of the road with party flags and started chanting slogans. I realized I was holding party flag after 1990. I was holding two flags, once each of the Communist party and the Congress party. We sat there for two hours, didn’t disrupt the traffic (asked them to use the sideways). We warned the participating demonstrators not to use stones unless police attack us. About two dozens of policemen were 50m away watching us.

At 10:30, a rally from Thimi/Ghattaghar joined us. We tried to move forward to Lokanthali but a lot of policemen arrived who were using abusive words for us. We warned them not to use such words. A truck of army stopped and an army officer with a radio communication tried to push us back using abusive words (we have at least not expected such words from the army because the many army vehicles passed us during our sit on and they just smiled at us).

Police officer requested us not to advance saying that they had to obey orders from ‘above’. We didn’t try to push forward as they were in good number and a truck load of army were standby with their officer agressively talking to us. We ended the program and vowed to continue the peaceful demonstrations in the evening hours.

So far, there is no news about day-time curfew. If there isn’t any, the curfew will probably be imposed from 12:00 noon to 5:00PM as of yesterday which they announced would continue until further notice.

In spite of the support from many major sectors of the country like health care, transportation, banking, and other service sectors, it seems like the strike for democracy is diluting day by day.
The dynamic and energetic people who have been actively involving in the protest have been arrested. The leader of major political parties are under house arrest or they are not making their public face as before. Where are these leaders? Are they under arrest or they are hiding somewhere? Before they used to be in TV channels requesting for strike. Now they have not been seen. Are they all sent to jail. If the condition reamin same the strike will be passive soon. Then what’s the use of so much bloodshed of these commoners.
What I believe now is that the strike should be more intensified and should continue indefinitey until the objective is met i.e. until the king is thrown out of power. Some leaders are talking about negotation with the king . Its for sure that king will not give up his power. Then what’s the use of negotiation. It is all again for compromising as before and again grasping power later. Ahile compromise hola re. Tara pachi paras ayo bhane ke garne.. Have you ever thought? Now there shouldn’t be any compromise with king. There shouldn’t be anything like monarchy in this country. The fate of country should no more depend just on a person’s decision and mood. The revolution should be for the state where there is not king, where the absolute power is only given to people.
If we get passive now and the king become successful in suppressing this revolution then it would take years again to regain democracy. Like when in 2017 B.s king Mahendra took power, it took 32 years to regain that power by people. Again it has already been two years without democracy here in Nepal. So if the current wave of revolution is passified then its for sure that it would be very difficult to regain democracy again. Ahile 100 jana marera democracy launa sakincha bhane, pachi lakhaun manche marnu parne huncha. One a great politician said that one who gives up his freedom for shortterm security is always void of security in longterm. So, we souldn’t want shortterm security currently and give up our sovereignty. But we should want long lasting freedom.
Andolan is like volcano. Once it get activated, it dissipates lots of power and destroy any barrier that comes in its way but once it gets passified it will again thake decades to regain its power. Ahile ko andolan lai nai heraun na. Yo sthiti samma auna yesle kati patak sano tino andolan garna paryo. So if the current revolution is not continued more vividly, we again have to live withour freedom for decades.
It is fact aht ther has been many mistakes in 12 years practise of democracy and we should agree with it but it doesn’t mean that thre mistakes are unforgivable. Yeuta baccha ramro sanga hindna janna dherai patak ladnai parcha. Sidhai dagurna khojera panita hundaina. If the democracy had been continued after 2007 B.s then it would already have been matured. But paralysis bhayeko prajatantra lai pheri dagurauna ta time lagihalcha ni. Hoina ra????
Finally, this strike shouldn’t be stopped until the king withdraw and gives the sovereignty back to the people. The important fact that we shouldn’t forget is that it takes time for a volcano to be active once it gets dormant. Tesaile andolan ko jwalamukhi lai sajilai selauna dinu hundaina. How much do u agree?

I can only laugh off my arse when you say “do u have know how the web works and these blog sites works”. Just for you information, I worked as Sys Admin in the top 2 ISPs in Nepal may be before you heard about Internet.

And remember this is open forum. Everyone has right to speak their words. Those who can’t listen to others comment should stop preaching Democratic songs. You know why our country went backwards in Democratic days? Just because Netas didn’t care what common people were says. You should try to understand what other person is saying before you make an expert comment.

I believe one should criticize other’s comment using some intelligent thoughts but not using some abusive languages. You words don’t impress me and neither does it to anyone else in this blog.

And yes I do support KG at this time because he is the only good option that I can think of. I will never ever support these crooked politicians because I have lost faith on them.

And just a reminder to you, using CAPS letter to prove your point in forums/blogs only shows how uncivilized you are.

    Hey Gyanendra,

Whatcha doin’? Still with that mumbo-jumbo astrology crap of yours? Idiot, which century are you living in? This here is the 21st.

Gyane, you’ve been living in that palace too long. Time to come out, show your face to us. The country’s in turmoil and all you can do is put on tika and have some astrologer tell you this and that. F–k you. F–k you and f–k all that crap you do. You fat piece of s–t, your family’s been gorging itself on this country for centuries. Stuffing themselves at our expense, and now we’ve had enough.

Take that astrology, take that crap and shove it up your a– Gyanendra. We want this to be a modern country, but you’re taking it back to the 18th century.

Rohit, a Royalist. You have the right to support your own leader. I have a hundred questions on why the king. But one question has really got me curious. Perhaps you can shed some light. Why has your king remained so quite the last four/five days while his kingdom has been through so much chaos. Surely as the self appointed Chairman of the Council of Ministers, a CEO sort of position, it was his duty to do or say something to calm the country down? Is it not a neglect of duty?

okey lemme start with the replytoall guy
you so patheticall showed why are the bahuns ruling this country…poor you….you resorted to calling my mother names…and those who used to cry like child…ohh…this sites moderates comments…just look at this comment of replytoall….this is enough to shut all of your mouth i gues….okey…so u’re whole family doesn’t work in civil service or government office….mine don’t do…….u’re family isn’t a businessman…mine ain’t tooo…but i do care who rules this country and how is this country heading and where…i am just a young guy just knowing the real world in a chaotic society…i live a place….where there is a royal palace nearby called nagarjun durbar….and belive me dudes…who are all suffering from the loadshedding for so much time…we don’t have loadshedding in any time…..coz our electric line is heading directly towards the royal palace, so if line goes here it goes there too so there is no loadshedding in this place…i have known that there is no loadshedding in the industrial area too coz it will destory the industry if there is no line for 7 hrs a day….so they give that extra concession for the industries….look dude…i am getting so much a privelage just coz there is a royal palace nearby now just imagine how much those who are with the king must be getting as privelage….and still i don’t want this extra privelage while the whole country sits in dark…and what i mean to say is for me it’s better to live in darkness with my freedom then to live in the lights of tyranny of fellow nepalese…and dude don’t get emotional coz i called u a slave….it’s not u in person i am calling slave….it’s the gross mentality of people like you who think it’s better to bow your head to a tyrant and hope everything will be all right then held your head high and fight with the corrupt leaders….so don’t get too emotional…yeah we all get emotional…we are all human beings….but this is politics…this is revolution….it doesn’t care about the sentiments of an indvidual or a bunch or individual like u…it hears to the rumble of human beings wanting freedom……stop crying netas are choor…yes they are choor…why can’t u be a leader ureself someday and shout against the choor netas…..look at france…do u know what happened there..i think u know very well the recent protest…a 25 year old guy was the leader of student union…he brought down chirac and de villapan to their knees…..why can’t u do that……..coz u love shouting foul language and repeating the rhetoric…..and about carrying a political flag…so u think an aandolan should be without leaders and without any organisation….yeh it’s better to carry the flag of some politcal parties then to go and carry the flag of some bhogi jogis praising the king……and u see a big joke in this….who do u think have fought for democracy …u’re king mahendra or ure king gynanedra…….it’s the people….but under whose leadership…..under the political parties…this happens everywhere….without leadership every aandolan big or small leads to anarchy…that’s what happend in france after the people sliced off the king….another tyrant napolean was born….he was good at the begining but his ambition lead to almost the destruction of france….and other king ruled too…but now france is a republic….this shows that human history consits of people like u and people of the likes of those who are ready to sacrifice……….and human history has proven who are the victors……

yeah it is not easy liking typing in the computer screen to enter royal palace…..it takes time and patience….and yes i got that…we all have that….i wouldn’t wonder if this aandolan doesn’t reach it’s goal….next time…maybe after 5 years…maybe without many of us…still we will reach that goal….who thought the maoist will become this powerful (like them or hate them is u’re personal wish) in this period of time…shere and other thought like u said….it’s not so …. easy to enter singa durbar with 50 people…..look what has happened now…..and u said bhaun haru le des dhwangsa garnu khojchha…..ohh…so your chetrri shah is rebuliding this country…..by taking rs 150 billion in loan which we must pay not him…..repairing his super puma in 12 crores which he won’t pay……slowly but at least those corrupt leaders were getting punishment….and we must remeber that this is always a slow process in this kind of society where now we know the leader of Anti-corruption is himself a fraud…and your great gynendra will still protect any corrupt leader who will go in his gang as a hero…and u will see in u’re ntv to him as a great lover of peace and democracy….and oww u’re police ko tauko futyo re….when did i said i loved to see the police being hurt……and u said “dhunga handai police ayeko dekheko chas rundi ko baan haru”….i wonder who hasn’t seen this seen…we have seen police breaking bricks and hitting to people…we have seen police retaliting with lathis, bullets, tear gas and still teti le napugera brick….did u saw today’s kantipur tv’s new…did u saw a women being dragged by the police while her little child was crying saying leave my mother…leaver my mother….for people like u…that child must be a terroist….by the way u’re speaking these sentences…it shows u’re level of understaning of situation…i have seen maoist in my village….some of them also use like this language…they are also mental fanatics like u…just the opposite way around….and when we people are wanting democracy and peace from the autocracy of any kind and asking u to leave the slavery stircken mentality of extremism and baseless hope from a messiah who gives nothing but pain…..u’re using abusive language…..and about people burning offices….dude when i said u something and when u didn’t liked it….u seem ready to fight me which is seen through u’re language…..i wonder how much horrible would be people’s mentality when they are beaten worst then they beat their animals by the police and the army…shooted at like they were some helpless hunts….there are many people who are very very hot headed like u seem to be in tha aandolan too…..and when u’re reaction towards a comments displays the sentiments of those in the streets and why they turn so violent…..where there is brutality there is resistance…this is the nature of human beings with some brain inside their cranium….

yeh i said that i am tired of hearing the same old nonsense of netas are choor…maoist are blood vampires…..goddamn it………….can’t u people say something else….like kirat said….gime some logic…then i will discuss with u guys whoever comes forever…….but in this way………..using such words……and just insiting like a frog thinks that a pond is the centre of the world……without being pragmatic…common…what is the use to come and shout in this blog….why can’t u accept the truth just coz it’s not seeming to go in u’re favour….truth matters the most no matter if there is not point to it……….so all of u guys and mainly replytoall who seems very angry with me…give me some logic…i ain;t calling a slave bro…u’re a nepali…i am a nepali…yeah we have differences in our thinking but i am not accusing u or someone else as a person a slave…it’s u’re slave mentality that sucks like hell and it’s the way u royalist speak that just make me soo fraustrated……if u think i support netas and so on…look i am a 18 year old guy…who is going to have exams from 17 baisakh….and is just spending his all time in net and news…and particpating in some local demos….i dun love any old criminals….but i can’t stand g shah and his gang and all the ones who thinks he is the messiah of nepal…girja pani hoina…prachanda pani hoina….NEPALI JANATA HO….we are the messiah……….so just i request u bro….stop foul language gimme some point about why g shah is good and be ready to accept what is face then shout with your own fiction………..

finally u said i am a fool…thank you very much…..sometime it’s better off being fool for freedom then to be a smart wise fellow like u who is always wondering what will the messiah give to us powerless ones………….and remeber….if we lose this aandolan this time also….you will be wise for sometime but not forever….but if we win this time you will be fool forever………….

loktantra….well sorry that i lost my mind for some time….but it just fraustrates me man….hearing that girija in bbc…he just wants to make this aandolan his pewa……comon this is nepali people’s aandolan and he thinks this is just SPA….he shouldn’t catgorise the people as spa and others….just that damn shit old devil is still shouting…but aite…it doesn;t matter….i will be happy to do aandolan against him tooo….yeh the king has pushed us so far….and i am still hoping that the young guns in the political parties will do something to stop the top leaders from again running………baishakh one will be very important day……..

you are used to that way,
we do not stop you, Manadelez, killers,

but just do not tell us your ma likes it,
    so we should follow you;
    we know what is good for us;
    blood sucker vampire KG will be perforated with bullets and hacked to hell;
i would insert a grenade in his ass, and undo the pin, if i had to, in my effort to free
nepali people what they have been going through,

this is not a Mandale’z forum; we respect democracy by chasing off the like of you from here and from the street, and that is the only way we can ensure democracy for the people,
    you are anti-people, and anti-democracy
    precisely because you are a monarchist;
why do not you go to some monarchy forum, some country where they still look for a king?
and why do not you exile with your KG the blood sucker and enjoy the monarch doing you from all sides there?
why do you preach that we should suffer under the demon?

you want peace in your asz?
come to my house at Maitidevi Mandir,
i will employ you as my slave but give you better respect and peace,
monarchist animals, you do not feel ashamed of talking about ideas, freedom, and democracy?
    it is like the Maoists talking about democracy and peace;

hey, Monarchists and Maoists, do you have guts to be a democrat?
face the people in the street without weapons?

as a Maoist cannot be a democrat, a monarchist cannot be a democrat as monarchy and Maoism are opposite of democracy if you did not know already, hoe’s children,
and i do not want to hear monarchist bullshit about democracy
    you do have ideological lever, or right to speak of democracy;
    we will make you leave from here as well from the palaces and from the police posts and barracks if you try to hide there;
and this is the only way to assert people’s will, by burning you down and chasing you off

have you ever been to a college, any of the Monarchists? which contemporary book or theory taught you that monarchy means democracy or these two political principles are compitable?
which theory says that rule of king and rule people are the same?

where are you Kirat, Manan, Vandt, Bhudai,

people say there was a hell lot of corruption during democracy……… i agree. But we should also agree that we came to know about that corruption due to DEMOCRACY and because of freedom.

What you think, there is gonna be no corruption when the king rules and when Kamal Thapa rules. Hey who knows the history of Kamal Thapa and Deepak Singh in Hetauda. Guys, we don’t know about the corruption for this autocratic systems, coz’ there is no freedom and all the information is shut down. What do you say about Tulsi Giri who exiled in Sri-Lanka, the country which is in ethnic conflict for the last 2 decades. And now he is here in Nepal to deal with the conflict in Nepal applying his knowledge about conflict resolution which has never worked in Sri Lanka.

Guys to be fair enough, if someone’s gonna benifitted from this thing, is just high-class people, i.e. Shah, Rana, Thapa and others who need power to supress others and get benifitted.

Okay, what’s all these arguments all about??? someone one says king is good and then others bad??……… so what???

Access the situation, we can blame later. We have been blaming each other since we got democracy, Now we don’t have……… and now again we are blaming each others. Why are we splitting our self and then projecting to others and arguing who is the axis of good or evil??

Guys…… everyone knows to argue….. it doesn’t make any difference….. you guys argue just to say who has better argument that others, and who are logical than others…… reflect on yourself…….. no more comments.

enough of argument…… we all know these two schools of thoughts…… but come to some suggestions……. rather than arguing….

if you support king and think king is gonna do good……….. come on, don’t blame it to democracy and netas….. come up with some ideas…….. and prove he’s gonna do good and in what sense……

why you come parties jsut with few netas??…. why do you forget of what you had got during democracy???….. you’ve got freedom of speech, movement….. and at least great advancement of media……..

why do you think the present government does not want all these…….. simply, it doesn’t want bad things to get exposed…… and what we hear will only be the good stuff……. and is that the reality???…….. come on…….. be rational

This is not about SPA or Maoists. The protests are for FREEDOM. The protests are for DEMOCRACY.
Each and everyone who supported the King earlier in the Feb takeover are disillusioned by what happened after. He is just not capable. He is just full of SHITT.

How long does he think he can suppress the right of the people to choose their leaders? Brute force. Brutal tactics. Look at the pictures. Oh my GOD!
Democracy is not a dogs bone that can be thrown at people when the King wants.
Democracy is Freedom. Its freedom of choice, expression and freedom to be governed by collective judgement.
Some forums and everyone of us say they Love Nepal. Why are you guys encouraging this medieval system? Why are you guys even bothering to distort the truth? to stop people from having what they want? How long can anyone fool Nepalese and fill with hatred towards the greatest political system that survived through test of time and inept leaders, just because of some corrupt politicians? What right have we got to give wrong information and a tunnel visioned picture of the demonstrations. The demonstrations are genuine, as anyone can see, for gods sake don’t say western media is over blowing now! If they were paid for by the SPA they wouldn’t have lasted like this for days on end. lives being torn apart, sacrificed for freedom. Look at the pictures yourselves, people sacrificing their lives for the sake of freedom. NO, they are not WESTERN MEDIA or CONSPIRACY AT WORK AGAINST NEPAL…they are from Nepali people. I got some pictures from Nepal yesterday that made my stomach sick with disgust. Not even Maoists or even Islamic Jihadists can stoop so low. King- who is he protecting and from whom? Himself, probably, protecting himself from awakened people! He couldn’t protect the people from Maoists or politicians now he is after their basic rights, with a bunch of sycophants in his coterie. I hear even half of those old weasels are split and are actually waking up to reality!
Everybody is vexed up with empty promises, its time for them to take action and fight for their rights, and yes they are fighting. No blogs or no intellectual crap can solve their problems. No amount of propaganda for or against anything will help solve their problem. The day people realize what they can get through collective choice, they will not care for anything anyone has to say, may it be politicians or tyrants or retarded king and his silly rapist junior tyrant.
NEPAL is not ready for democracy? How retarded statement. Freedom is not time based. Democracy is not readiness based. It’s a process. I lived in one live in another. I am sure most of you do too. It filters itself. It’s a path to be taken for human dignity. It’s an evolution. Each one of you who oppose these fights is belittling the lives of ordinary Nepalese who are fighting in the streets for a better day, a day of hope when this tyranny ends. Nepal’s King has lost every conceivable friend he ever had. Which world is he living in? His days are numbered. You people, instead of mocking the SPA why don’t you mock the Royal takeover and see the truth of the day and help gain democracy first and then educate the people about participation and the ills of having corrupt leaders? Too difficult, huh? It’s easier to say SPA and Maoist are responsible for the mess. Wake Up. If the king/monarchy was as capable, the situation wouldn’t have come this far. And the political junkies failing are no excuse to curb people’s freedom like this and shoot innocents in the streets of their own homeland. For asking and standing up for their basic human right. I am tired of listening to this over beaten crap about Nepal not being ready for anything but the king. Wake up Nepalese, the true Nepalese are those who are living in Nepal and are living in those situations and they are the better judges of their fate. Not just ordinary Nepalese, or illiterate Nepalese, every one, each and everyone including educated Nepalese, Doctors, Engineers, Students, Professors, Journalists, Expatriate UK Doctors Associations. each and everyone is supporting the democracy movement, and yes history is being made in Nepal.

Look for the words the South Africans said FOR apartheid or the British said Against granting freedom to half the world, or what the queen said before Boston Tea Party….or the French revolution…
The all said the respective countries are not ready for DEMOCRACY AND FREEDOM. History has shown us time and again, whoever is trying to benefit from democracy is a temporary problem, BUT democracy and freedom is a permanent solution.

I know what I am opening myself to here. But mark my words. The king will have to step down, no matter what you and I and you say here. Its inevitable. He will use some kind of face saving tactic, but step down, he will.
And the day is not far when he will run away to Bhutan or Some place, that’s the reality and it has already started showing itself in the streets.
After seeing what’s going on for so long, I have nothing but disgust left for the King. He showed his true color, which is worse than all the 7 retarded parties put together by his tyranny against children, women and innocent citizens of Nepal.
Look at these news..are all of them Wetern Media or China or Indian Conspiracy reports?

Don’t amuse and kid yourself people, its time for us to help the people realize what they haven’t been able to get even in the 21st century. Freedom and Democracy. Then, and only then is peace possible. If you still think US or India or China is behind this and not ordinary people, I don’t blame you. After all we are just human, and we all are witnessing the stubbornness of human beings in this bloodshed.

The biggest falacy in your argument – that has been repeated here numerous times – is that we are not supporting the current crooked politicans. Why can you not get that into your head? We are support a democratic system. A system by which new leaders have the opportunity to develop and lead the country.

Besides we have already seen that the Royal Palace is still under the illusion that the Maoist situation can be controlled militarily. Do you not agree that the use of the RNA has been largly unsuccessful and counter-productive? Do you not agree that the ONLY way to solve the Maoist problem is though dialogue and eventually bringing the Maoists to the mainstream political arena? These options don’t seem to exist for the Royal Government!

On another note, when King Gyanendra took over many people gave me the benefit of the doubt – that he would improve public services, inititate some fiscal discipline and at least progress towards finding a solution to the Maoist crisis. Instead defence spending and the Royal budget has been increased substantially. Development budget has been reduced etc. all leading us to a major fiscal crisis. So why are you supporting the King still is beyond me. Give me something more than “these damn crook politians” – you are not seeing the big picture my friend…

You’re getting on my nervers, friend. You’re repeating the same old arguments like an idiot. Yes, they were hooligans in the crowd, but when cops behave like animals, what choice do they have but to retaliate?

Also, some cops behaved well, I’ll agree. But when the police is so undisciplined, so untrustworthy, you can’t expect the general public to behave like gentlemen.

You want peace you say. And how do you expect that peace to come by when Gyanendra is busy bombing innocent villagers even as the Maoists have declared they want to come to the mainstream?

We have’nt heard anything from the palace regarding the chaos in the nation, only hear from the mouthpiece, but we have’nt heard much from the SPA leadership either. I think if there is no direction, we won’t know where we are headed. The Maoists will and have taken advantage of this situation. Even the bloggers here lack any direction in their arguments, we are all over the place. Even the UWB posts seem out of control. I guess Dinesh is out of town and has left the blog abandoned, there is no moderation for anyone here, anyone can post anything including insults with foul language.

EXPLAINING MAOIST STRATEGY: IT’S ALL IN THE SCRIPT

    By Dr. Thomas A. Marks

Even as I write, events in Nepal unfold as if a Broadway play – nary a miscue from the script passed out months ago in NepalEyes.

Having declared a “ceasefire inside the Kathmandu Valley,” thus to gain the media “spin” that would necessarily come from “peaceful protestors” being “attacked,” the Maoists proceeded elsewhere in the country to attack positions. The Butwal attack is only the most recent example.

Open use of violence “outside” the urban centers has been accompanied by orchestrated rioting “inside.” That the foreign media (with the help of the anti-government sectors in the Nepali media) persist in calling such “peaceful protest” only demonstrates how thoroughly detached they are from the reality of the people’s war approach.

    From the Maoist Playbook

To outline the Maoist strategy for those who were not present at the auditions for parts:

    ● Overload the security forces “inside” while attacking with main forces “outside.” Claim to be only supporting “peaceful” forces for change.

    ● Use government troop deployments to advantage. If the security forces must move more men inside, flow into the vacuums left behind. If they move outside, send urban partisans inside.

    ● Exploit every death and claim the failure to achieve “the goal” (i.e., the overthrow of the government) “peacefully” proves that only the violent way is left to install “absolute democracy” is the Maoist way.

    ● Break the RNA at all costs. RNA is the one real obstacle remaining in the quest for power. So caught up is the SPA in its short-term effort to remain relevant that it is oblivious to long-term peril. SPA can be counted upon to mindlessly perform on cue.

    ● Move now to provide the opening provided by Indian perfidy. New Delhi senses an opportunity to at long last create of Nepal a dependency that will do as it is told. Exploit its strategic miscalculation.

From the Maoist perspective, they have adopted a “win/win” course of action: no matter what actually happens, they will benefit. By declaring a “ceasefire outside Kathmandu Valley,” they seal off the battle area, declaring that it will be a fight between rival bodies of manpower. They feel that the SPA manpower on the streets can overwhelm whatever the police and APF (the backup) can put on the playing field.

When the authorities make mistakes, which ultimately they must if SPAM plans go off as scripted, the government is again “human rights abusers” — and the howls can already be heard from the usual suspects. Further, the violence allows the Maoists to claim they at least gave “peace” a chance.

The dream scenario, from the SPAM perspective, is to replay 1990, with masses rushing across the open boulevard leading to the main palace gate, the troops forced to open fire, bodies filmed by international media and beamed worldwide, India declaring it can no longer stand by “as democracy is crushed.”

    Role of India

India’s role remains to be untangled, but no one who was in Sri Lanka in July 1987 – as I was – can overlook the startling similarities. The Indian invasion, conveniently disguised as the IPKF (Indian Peace Keeping Force), was but the culmination of half a decade of support for Tamil insurgents/terrorists that New Delhi thought it could “manage.”

Then, as now, the shape of the international arena played a significant role. India, many have forgotten, had sided with the Evil Empire. There were some 6-7,000 Soviet advisors in the country. It was the first country outside the Warsaw Pact to receive the MIG-29 fighter, the first (and only) ever to be rented a nuclear submarine.

Beyond all else, in a relationship only now emerging from files of the KGB spirited out of the country prior to the resumption of the authoritarianism, the government of Indira Gandhi allowed itself to be fed Soviet disinformation that convinced it Sri Lanka was a threat.

Fed alleged “special intelligence” by the Soviets, that purported to prove Colombo was on the verge of granting Washington basing and spying facilities, India became involved with the Tamil insurgents, eventually training, arming, and basing them. When an initial massing of forces to invade in early 1984 was warned off by the Reagan administration, Delhi simply waited for a more propitious moment. This came in July 1987, as the Sri Lankans moved to crush the trapped insurgents in Jaffna.

What that moment shares with the present is the astonishingly bad “intelligence” that drove Indian policymaking. Putting the word in quotation marks only highlights what Indian field commanders realized within days of landing in Jaffna – there was little they had been given in their briefing packets that was accurate.

That India’s Research and Analysis Wing (RAW) had produced “analysis” every bit as flawed as any in the annals of intelligence debacles has since been recognized by no less than India’s imperious Proconsul at the time, J.N. Dixit (now deceased) – though he continued to claim, even in his last writings, that India’s information on America’s intentions was completely reliable.

That India had completely botched its assessments of Sri Lankan ground realities would not surprise anyone who has followed what has emerged as the dominant government position in the present Nepali crisis. Indeed, Indian participants in panels held in Washington, DC, such as S.D. Muni, have distinguished themselves principally in what can only be characterized as willful ignorance of SPAM pronouncements and motives.

To cite but the most egregious example, the Indians continue to claim SPAM is willing to negotiate for itself a role in a parliamentary framework headed by a constitutional monarchy, even as the Maoists give press conferences claiming they will try the monarch in a people’s court.

There do seem to be analysts who have correctly identified the astonishingly strategic myopia involved in destabilizing Nepal further even as India itself grapples with its own growing Maoist challenge. In his recent “India, Maoism and Nepal,” former Finance Minister Madhukar S.J.B. Rana hit the nail squarely on the head when he wrote, “India is playing a dangerous game of pure real politic where it seeks to intervene in Nepal militarily by using the Maoist [as published] as proxy under the unbelievable propaganda ‘to secure peace and democracy for the Nepalese people and to arrest the impending refugee inflow into its own territory’.”

Change a word here and there, and the logic is identical to the debacle that became IPKF. It is further noteworthy that in the three bloody years that followed July 1987, IPKF acquitted itself well in “India’s Vietnam” (as it was called by the press), even as Indian policymakers sought to cast blame for the blunder on anyone and everyone except themselves. (The most ludicrous position, of course, was the very one the Maoists advance now: it is all the fault of American imperialism.)

    Where to from here?

As irony would have it, it is the growing amicability of India and the US which has served as the strategic cover for New Delhi to bring Kathmandu to heel. Nepali sources have become increasingly blunt (and strident) in the same manner as the Sri Lankans all those years ago, as the Indian ties to Nepali violence become more clear.

One does not have to engage in plot mongering to posit that India is making a major policy error in steering its present course. Neither does one have to cast aspersions to point out the obvious: the SPA portion of SPAM has been willing to play the quisling for momentary political gain.

For it will be momentary, come what may. Let us suppose that the present government collapsed tomorrow. Where would that leave SPA? With two useless pieces of paper and a worthless sheath of promises.

What is tragic is that very little would seem to separate the sides at the moment save profound mistrust. The king agrees that parliamentary democracy should be restored with a constitutional monarch. The Maoists claim they will accept a democratic republic of whatever sort is decided by a constitutional convention. SPA claims the same. SPAM as a whole claims to desire a “ceremonial monarch” (but the “M” has been unwilling to desist from claiming a trial or exile is the only way out for the present monarch). RNA would become a true “national” army, which, not surprisingly, it already thinks it is.

It is important to interject RNA into the discussion, because the shape of any successor organization was a major sticking point in the previous 2003 round of ceasefire talks. SPAM seems to think this institution will simply agree to dissolve itself without discussions of what this entails.

That this will not happen was put to the Maoists directly in 2003, but they were as unwilling then to grapple with the complexities thus raised as they appear to be now. Yet the growing stratum of combat-tested, politically astute officers is not simply going to go as lambs to the slaughter.

Thus a great deal more thought is required upon the part of all sides. This will not take place as long as SPAM persists in its present course.

Under my experience, youths i have found ..

–‘I hate politics’ wala ignorant ones who are too stupid to realise that political awareness is not only our ‘right’ but also our ‘responsibility’

–‘andha rastrabadis’ victims of panchayati propaganda who givew excuse to autocratic monarchy showing fear of India invasion.
“aakashko cheel dekhayera challa chorne shyaal”

–ardhagyanis who know only that political leaders are corrupt and spend their energy in scolding them ..but they have to know “Girija is not democracy”

–worst of all , the royalists..people with ‘daas manobritti’ who doesnot know freedom , liberty and integrity ..

“RNA would become a true “national” army, which, not surprisingly, it already thinks it is.”
It is not. RNA is a mercenary force working as an occupation army in large parts of Nepal. The sooner RNA accepts this, the better for everyone.

    BRAVO,

GO BACK AND READ WHAT YOU HAVE WRITTEN IN YOUR GREAT STATEMENT AND COUNT THE NO. OF NEGATIVE ADJECTIVES YOU HAVE USED TO ME! THIS SHOWS HOW INTOLERANT YOU PEOPLE ARE! I HAVE EVERY RIGHT TO SUPPORT OR OPPOSE KING OR SPA OR MAO OR ANYBODY ELSE BUT IT DOES NOT MEAN THAT I AM A SLAVE OF ANYBODY. WHAT TYPE OF DEMOCRATS YOU PEOPLE ARE? I AM NOT COMPELLED TO FOLLOW YOUR OR ANY OTHER’S VIEWS. I AM A FREE CITIZEN. NARROW-MINDED VISION LIKE YOURS IS THE GREATEST OBSTACLE TO THE DEMOCRACY! THIS IS THE REASON WHY EVERY TIME MULTIPARTY DEMOCRACY SUFFERS IN OUR COUNTRY!

    Reply to All,

You’re either an idiot or a liar. Choose between the two.

Cops only attack when provoked you say? Like the lawyers provoked them with stones? Everybody knows that the Nepal police is incompetent and brutal. See the way they bash homosexuals and eunuchs.

You’re trying to lie your way out of something that you can’t, friend. The more you lie, the more you will get caught in your own lies. And then, who will ever believe you?
